Position Summary
The Manager IT PMO Portfolio leads and manages multiple complex programs and projects on behalf of a designated business area Portfolio. Provides leadership and has accountability for execution of several concurrent programs and projects managed by multiple direct report employee and contractor team members. This position is responsible for establishing and improving the business processes, methods, tools, and metrics necessary to drive consistent project delivery excellence. The Manager IT PMO Portfolio collaborates with business partners across the Enterprise to build relationships necessary to drive excellence and value delivery in execution. This position plays a significant role in mastering cross-functional collaboration and defining tangible business outcomes. This role is responsible for timely and effective written and verbal communications within the portfolio and across stakeholder groups. This role reports to the Sr. Director of Enterprise Program Management as part of the Office of the CIO. The Manager Portfolio also has responsibility for the leadership, coordination, and sustainment of the IT PMO processes and functions. This position will also be responsible for managing IT PMO employee direct reports and contractors. Additionally, the Manager IT PMO Portfolio will be responsible for identifying and implementing continuous improvement initiatives to existing IT PMO processes with a focus on driving the maturity of program and project delivery excellence.
Tasks and Responsibilities
-Lead and partner across business and IT areas to manage a portfolio of programs and projects overseeing planning, execution, budget, delivery health, reporting and analysis.
-Track progress on all managed initiatives within the supported portfolio (issues, risks, schedule, changes, costs, and scope); provide up-dates to supervisors, executives and stakeholders as required. Manage project schedules and task details; utilize project management tools and reports appropriately.
-Manage the portfolio budget and financial health in partnership with Executive Leadership and Financial Services.
-Possesses strong Executive presence along with the ability to manage and meet expectations of Senior and Executive leadership.
-Has significant experience successfully managing projects, people, and / or departments.
-Ability to execute the IT PMO management process, deliverables and operational cadences in strict accordance with IT PMO management standards and best practices.
-Act as an escalation point for program/project managers in the supported portfolio; including impact assessment of project resources, schedule and cost issues/changes.
-Facilitate the joint business and IT PMO portfolio processes required to approve and prioritize new business area initiatives and portfolio investments.
-Manage and balance IT PMO assigned members’ workload and assignments; ensure team members understand and accept their roles, responsibilities and accountabilities; ensure consistency of project execution to standards and achievement of project objectives.
-Support but also hold each Business & Technology Leader responsible for their commitments to program or project deliverables.
-Model the behaviors necessary to deploy and deliver IT PMO portfolio results within the supported business areas.
-Support the organization in the adoption of a maturing IT PMO process.
-Evaluate organizational capability and capacity to assist in the development, validation, and assessment of project objectives, priority, feasibility, readiness and alignment to corporate strategies.
-Responsible for monitoring and reporting on the projects and programs across the supported portfolio providing guidance where needed to champion value delivery.
-Facilitate Key Performance Indicators (KPI)/metrics, standards, reporting mechanisms and decision-making forums.
-Provide consulting support and advise leadership on overall planning, prioritization, execution and delivery of the portfolio investments.
-Seek to partner input for continuous improvement of the IT PMO portfolio management process.
-Work in collaboration with the business areas, project management, and other portfolio managers to deliver the agreed-upon results.
-Serve as a member of the IT PMO Management Team.
-Provide IT PMO portfolio information and consulting to other business area team members to assist with their resource deployment and utilization, business impact, and overall planning knowledge.
-Support each level of Management and Executive Leadership to ensure high standards of delivery on their commitments to the managed portfolio of work.
Minimum Skills
Minimum Knowledge and Abilities
Project Management Professional Certification (PMP) from PMI Institute or similar industry recognized project management certification.
Program/Project and Portfolio Management leadership experience managing budgets more than $20M.
Demonstrated success at collaborating and leading by influence.
Demonstrated ability to work effectively with business executives, leaders, with all levels of professionals, and with project managers and teams.
Proven ability to prepare and present executive-level material.
Ability to multitask and prioritize in a fast-paced environment.
Preferred Qualifications
-Advanced degree in an appropriate discipline, such as business administration, finance, accounting, construction management, etc.
-Change Management Professional Certification such as ACMP or Prosci
-Demonstrated organizational, analytical, business planning, negotiation, problem-solving skills.
-Experience in technology, energy, or utility industry.
